45年前(1976年12月)嘅今日,香港第一批郊野公園刊憲成立。45年後嘅今日,不斷發生嘅山火、邊陲割地發展嘅建議、雨後春筍般湧現嘅旅遊設施:打卡觀景台、「龍爪手」、郊野LED閃mon(不能盡錄),最近連郊野公園嘅小動物如野豬都被趕盡殺絕,巨變風雨欲來,郊野公園前途未卜。
為民間保衛郊野公園提供「彈藥庫」,本土研究社為郊野公園準備咗一份45歲「生日禮物」-《香港郊野公園民間檔案庫》。

呢個檔案庫由170萬份館藏中精選而來,載有郊野公園最精華歷史片段嘅129份政府解密檔案,厚達25,800頁,記錄橫跨半世紀以來政府內部嘅絕密討論:植林政策、保護區構思、前期建園規劃工作、管理問題、生境物種保育政策,與有關組織例如鄉議局、環團嘅溝通記錄,為研究郊野公園不可多得嘅史料。
過去一年,我哋係搜集檔案嘅過程,亦運用解密檔案應對圍繞郊野公園嘅爭議,例如馬鞍山郊野公園邊陲發展危機、郊野LED閃mon、「破壞邊洲」觀景台等等,解密檔案入面都有好多管理郊野公園嘅”Do’s and Don’ts”,為今日處理爭議時嘅重要備忘。
但厚達25,800 頁嘅檔案庫,我哋充其量只係用咗5%,仲有大量史料等緊大家發掘,任何同郊野公園有關嘅事物都可能曾經被提及、討論(例如野豬?)。本土研究社現正式邀請所有對檔案庫有興趣同關心郊野公園嘅朋友申請查閱檔案作私人研習(private study),費用全免:

為增加可用性,我哋嘅已為所有檔案數碼化,並經過光學字元辨識技術(Optical Character Recognition) 將檔案內的文字識別,用家將可輕鬆透過搜尋子元(Keyword Search) 鎖定所需資料,方便做research。

【Launching the “Hong Kong Country Parks Archival Collections”】

Hong Kong Country Parks mark its 45th anniversary in 2021. However our parks are now under unprecedented challenges, from direct development threats in the Country Park enclaves, to direct threats such as development proposals on its fringes, tourism drive and hill-fire.

To defend our treasured parks, and celebrate its birthday, the Liber Research Community has prepared a special gift by making an archival collection of declassified official records on Country Parks to rediscover its history: the 25,800-pages archival collection is now fully digitised and made available to all researchers and anyone who is concerned with its development to access for private study, free of charge.

By analysing the evolution of Country Parks policies, these records can be put into good use through using the material therein to respond to contemporary issues and crises, to make an informed judgment about controversies relating to the Parks, and to improve the quality of public discourse on the future of the Parks.
All of the 129 declassified records have been digitised for easy access, and we invite you to take part in this “archival action”. We hope our little contribution can help safeguard our Country Parks.
